Victor has been at the helm of PCF as CEO since June 2015, following an illustrious 27-year career in both local and international banks.
In addition to his role at PCF, Victor is a grassroots leader, serving as a member of the Ang Mo Kio-Hougang Citizens’ Consultative Committee. His commitment to shaping Singapore’s future is further demonstrated through his involvement in the Human Health & Potential Subcommittee of the Future Economy Council.
Victor plays a key role in the academic sector as a member of the Board of the National Institute of Early Childhood Development. He also lends his leadership to the sports community, serving as Vice President of the Singapore Table Tennis Association — a testament to his broad-based commitment across education, community, and sport.
Chief Operating Officer
Mr Andy Seet

Andy has been leading PCF Sparkle Care, the eldercare division of the PAP Community Foundation (PCF), since May 2024, where he now serves as Chief Operating Officer. Under his leadership, PCF Sparkle Care has strengthened service delivery across its network while forging meaningful partnerships that enhance seniors’ wellbeing in the community.
Andy brings deep sector expertise from his formative years at the Agency for Integrated Care (AIC), where he served from 2010 to 2024. During his 14-year tenure, he held key management roles across communications and operations, culminating as Director of the Sector & Partnerships Division, where he shaped strategic partnerships central to Singapore’s eldercare ecosystem.
Armed with an MBA from the UCLA Anderson School of Management and extensive hands-on experience, Andy continues to drive PCF Sparkle Care’s vision of enabling seniors to age with Sparkle, grounded in dignity, support, and quality care.
Director, Services & Performance
Mr Jonathan Zhang
Date of Appointment: 01/07/2026
Jonathan joined PCF Sparkle Care in November 2024, where he now serves as Director (Services & Performance). In this role, he oversees the planning and operations of eldercare facilities, capability development, performance management, and client experience. Working closely with the Chief Operating Officer, he drives service excellence and continuous improvement across the organisation.
Jonathan also collaborates with government agencies, healthcare partners, and community stakeholders to strengthen care coordination and support healthy ageing in the community. Prior to this appointment, Jonathan held senior leadership positions in the eldercare and public sectors, with deep expertise in operations, service transformation, and strategic partnerships.
Passionate about building sustainable community care, he is committed to empowering seniors to age actively, purposefully, and with dignity.
Deputy Director, Allied Health
Mr Max Yeoh
Date of Appointment: 03/02/2026
Max Yeoh is a physiotherapist, healthcare leader, and educator with over 20 years of experience across the full care continuum. His clinical foundation in musculoskeletal and sports physiotherapy was forged as Chief Principal Physiotherapist with Sport Singapore, supporting national athletes at major games including the SEA, Commonwealth, Asian, and Olympic Games.
Max has worked across acute hospital care, elite sport, private practice, and community settings including nursing homes, day rehabilitation, and palliative care at Assisi Hospice—offering him a rare, sector-wide perspective. As a manager, he has built rehabilitation services from the ground up, designed clinical spaces, developed new care models, and led multidisciplinary teams. He has also shaped future professionals as a Senior Lecturer at ITE College East.
A strong advocate for AI in healthcare, Max actively explores how emerging technology can enhance patient experience, improve outcomes, and support practitioners in daily care delivery.
